Project Profile This $2 billion, 3,000 km pipeline, which constitutes the single largest private sector investment in Latin America, is currently under construction. The pipeline will connect the Santa Cruz gas fields in Bolivia to Porto Alegre in Southern Brazil. Sections of the pipeline will traverse the Pantanal wetlands of both Bolivia and Brazil in addition to Bolivia's Chaco and subtropical forests, and the threatened Brazilian Atlantic forests in Santa Catarina and São Paulo states.
At issue is the efficacy of accountability measures imposed by international lenders-World Bank and Inter-American Development Bank-on the companies building the pipeline. On July 29, 1998 Amazon Watch and Bank Information Center (BIC) submitted documentation of the social and environmental concerns raised by El Carmen, a community in Bolivia caught in the path of the pipeline.
